Important: It is Meta and not Wati that reviews and categorizes WhatsApp templates. These best practices can reduce the likelihood of reclassification, but they cannot guarantee that a template will remain categorized as Utility.

  • You only send Marketing templates.

The tips

Tip 1: Make sure your Utility template is completely non-promotional

Why it matters

For a template to qualify as Utility, WhatsApp requires it to be non-promotional. It must not contain promotional or persuasive intent, and it must either relate to a specific customer action or request, or provide information that is essential or critical to the customer.

How to do it

Before submitting a template, ask yourself:

"Would this message still make complete sense if every promotional element was removed?"

Messages like order confirmations, appointment reminders, payment receipts, and account updates usually meet this requirement. If the message encourages customers to buy, upgrade, renew, or take advantage of an offer, it is more likely to be categorized as Marketing.

Tip 2: Keep operational updates and promotional content in separate templates

Why it matters

WhatsApp explicitly categorizes templates containing both operational and promotional content as Marketing. Even if the primary purpose of the message is transactional, adding promotional messaging can change its category.

For example:

Why it matters

Utility templates should clearly relate to a customer's specific order, booking, account, transaction, support case, or another action they took. The stronger this connection is, the more closely the template aligns with WhatsApp's Utility guidelines.

How to do it

Where appropriate, reference information that clearly identifies the customer's interaction, such as:

  • order number

  • booking confirmation

  • appointment

  • payment

  • account update

  • support request

Also review the complete message, including any content inserted through variables, to ensure the finished message remains non-promotional.

Tip 4: Review your template against the Utility guidelines before requesting a category review

Why it matters

A category review is most effective when the template genuinely meets WhatsApp's Utility criteria. If the content is promotional or doesn't clearly qualify as Utility, updating the template may be a better approach than requesting a review.

How to do it

Before submitting a review, confirm that your template:

  • Is completely non-promotional.

  • Clearly relates to a specific customer action, request, order, account, booking, or transaction, or provides information that is essential to the customer.

  • Doesn't combine operational and promotional content in the same template.

If the template doesn't meet these requirements, revise the content before submitting or creating a new template.

How to request a template category review

If you believe WhatsApp has incorrectly categorized your template, you can request a category review through WhatsApp Manager.

To request a category review

  • Open WhatsApp Manager.

  • Go to Message Templates.

  • Select the rejected or reclassified template.

  • Click Go to Business Support.

  • Open Template Category Updates.

  • Select the template you want reviewed.

  • Click Request Review.

To view templates submitted for review - go to Business Support sidebar, click Template category Updates, and then the In review tab.

Note: Meta allows category reviews for approved Marketing templates and rejected Utility or Marketing templates that meet the review eligibility criteria. If a Utility template is automatically reclassified as Marketing, you can request a review within 60 days of the category update.

Your category review request is more likely to reflect WhatsApp's published Utility guidelines.

Tip 5: Regularly review your approved Utility templates
