Troubleshooting WhatsApp Coexistence Signup process: Common issues and how to resolve them

Summary

WhatsApp Coexistence signup connects a WhatsApp Business App number to the WhatsApp Business Platform (Cloud API) so the same number can be used across both surfaces. Most signup issues are related to phone number eligibility, previous WhatsApp Business API (WABA) registration, QR code setup, chat synchronization, Meta Business account linking, or WABA sharing conflicts.

The most common issue is phone number eligibility. Meta requires the number to have at least 7 days of real activity in the WhatsApp Business App before it can qualify for Coexistence. Numbers that were previously connected to a WABA may also require the old WABA configuration to be removed and the number to be actively used again before retrying signup.

Other common Coexistence signup problems include QR codes that do not appear or scan, chat or contact sync failures, Facebook Page or Meta Business Account linking issues, unsupported companion devices, locked business names, WABA sharing conflicts, unsupported regions, and phone numbers associated with another Meta Business Account or Facebook Page.

This guide explains how to identify and resolve these Coexistence signup issues, including the specific error messages and error codes associated with WABA sharing, phone number eligibility, business association, region availability, and Marketing Messages Lite (MM Lite).

Most Coexistence signup problems come down to the phone number itself: Meta requires it to have 7+ days of real activity in the WhatsApp Business App before it's eligible, and it can't have unresolved history with an old API (WABA) account. If you're seeing an eligibility or "already registered" error, keep using the number in the WhatsApp Business App for another 1-2 months (deleting any old WABA setup first) before retrying.

You're likely hitting this if:

  • You're actively going through embedded signup for Coexistence, or completed it recently

  • The number you're using is new, was recently re-registered, or was previously connected to a WhatsApp Business API (WABA) account

This is probably a different issue if:

  • You're troubleshooting message delivery, broadcasts, or template rejections after Coexistence is already live and working — those aren't signup issues, see the relevant delivery/template guide instead

  • The issue is billing- or subscription-related rather than tied to the signup flow itself

Before you start

You'll need:

  • The WhatsApp Business App installed and updated to version 2.24.17 or later

  • Admin access to the Facebook Page and Meta Business Manager you're linking

  • Knowledge of whether this number was ever connected to a WhatsApp Business API (WABA) account before, and whether that WABA was ever shared with another tech partner

  • A stable internet connection and the phone with the WhatsApp Business App on hand (for sync/QR steps)

Why this happens

Coexistence setup can fail for several reasons:

  1. Phone number isn't eligible yet — Meta requires 7+ days (ideally 30-60) of real activity on the WhatsApp Business App before a number qualifies (most common)

  2. Number was previously used with the WhatsApp Business API — it needs a cooldown and re-registration period before Coexistence will accept it

  3. QR code doesn't appear or won't scan — outdated app version, wrong signup path, camera issues, or a temporary Meta-side issue

  4. Chat sync failures or delays — large chat history, unstable connection, or the app being closed/inactive during sync

  5. Facebook Page or Meta Business Account linking issues — no Page/Business Manager set up yet, wrong account permissions, or incomplete business info

  6. No way to disable Coexistence from the API platform — this control simply isn't exposed there yet

  7. Unsupported companion devices — only WhatsApp Web and WhatsApp for Mac sync with the Cloud API; Windows/WearOS don't

  8. Business name locked after onboarding — Meta locks the name across both surfaces once Coexistence is enabled

  9. WABA selection / account-sharing conflicts — the WABA is already shared with another tech partner, can't be shared, or the WABA ID entered doesn't exist or isn't accessible

  10. Phone number not associated with the selected business — the number belongs to a different Meta Business Account than the one being onboarded

  11. Phone number isn't registered with WhatsApp Business at all — distinct from "already registered": the number has no WhatsApp Business presence yet for Meta to link

  12. Number's region isn't supported for this signup path

  13. Phone number already linked to a different Facebook Page

  14. Number's WABA is set up for Marketing Messages (MM Lite), which isn't compatible with Coexistence signup

Step-by-step fix

Cause 1: Phone number isn't eligible yet

Steps

  • Use the number for real conversations in the WhatsApp Business App for at least 7 days — ideally 30-60 days — before retrying signup.

  • Don't delete and re-register the number in the meantime; that resets the activity history Meta uses to judge eligibility.

  • If the number was ever linked to a WABA account, delete that old WABA setup first (see Cause 2), then restart the activity clock.

Expected result

After the activity window passes, retrying embedded signup no longer shows the eligibility error.

Cause 2: Number was previously used with WhatsApp Business API

Steps

  • Log in to the previous API provider's portal and delete/disconnect the WABA configuration for this number.

  • Re-register the number in the WhatsApp Business App.

  • Use it actively for 1-2 months to rebuild eligibility before attempting Coexistence again — don't try to reconnect to the API right away, or Meta may re-flag it.

Expected result

The number registers into Coexistence without the "registered to an existing account" error.

Cause 3: QR code doesn't appear or won't scan

Steps

  • Update the WhatsApp Business App to version 2.24.17 or later. (If you instead see the error "Please update your WhatsApp Business App to the latest version", this is Meta blocking signup outright until you update — update before doing anything else.)

  • Go to Settings > WhatsApp > Sign Up with Facebook in the app to generate the QR code — using this exact path avoids partial/incorrect signup states.

  • Make sure your camera lens is clean and you're scanning in good lighting.

  • If it still fails, retry after a short wait (temporary Meta-side issues do occur).

  • As a last resort, uninstall and reinstall the WhatsApp Business App, then retry.

Expected result

The QR code renders and scans successfully, moving you to the next signup step.

Cause 4: Chat sync failures or delays

Steps

  • Keep your phone unlocked and the WhatsApp Business App open and running for the duration of the sync.

  • Use a strong, stable internet connection.

  • Allow time — large chat histories can take up to 6 hours to sync.

  • If sync stalls or fails, rescan the QR code to restart the process, confirming the app is on version 2.24.17+.

Expected result

Chat history and contacts finish syncing into the platform view.

Cause 5: Facebook Page or Meta Business Account linking issues

Steps

  • If you don't have a Facebook Page yet, create one from Settings > Business Tools > Facebook & Instagram in the WhatsApp Business App.

  • Confirm you're logged in with an account that has admin access to both the Facebook Page and the Business Manager.

  • During Embedded Signup, connect to (or create) a Meta Business Account with complete business info — name, address, and website filled in.

Expected result

The Facebook Page/Business Account links successfully and signup proceeds past this step.

Cause 6: No way to disable Coexistence from the API platform

Steps

  • Open the WhatsApp Business App and go to Settings > Account > Business Platform.

  • Tap Disconnect.

  • Do not uninstall the app to try to remove the connection — that can create problems if you re-onboard later.

Expected result

Coexistence is disconnected without losing the underlying WhatsApp Business App setup.

Cause 7: Unsupported companion devices

Steps

  • After onboarding, re-link any companion devices using WhatsApp Web or WhatsApp for Mac — these are the only companion surfaces that sync with the Cloud API.

  • Stop relying on WhatsApp for Windows or WearOS for messages that need to show up in the platform view; expect placeholder prompts on those devices instead.

Expected result

Messages sent from supported companion devices appear correctly in the API/platform view.

Cause 8: Business name locked after onboarding

Steps

  • Before starting Coexistence setup, confirm the business name is correct in both the WhatsApp Business App and Meta Business Manager — this is your last easy chance to change it.

  • If you need a change after onboarding, contact Meta support or Wati directly — approval isn't guaranteed.

Expected result

Business name is correct and consistent across both surfaces before it locks.

Cause 9: WABA selection / account-sharing conflicts

These show up on the WABA selection screen, when the WABA you're trying to use is already tied up with another tech partner or can't be resolved.

"This account is already shared with another partner."

Error code: 2655049

Fix: Unshare the WABA from the other partner in Meta Business Suite, or create a new WABA to use with Wati.

"This account wasn't able to be shared."

Error code: 2494029

Fix: Contact Wati Support.

"The WABA ID entered or selected doesn't exist or can't be accessed."

Error code: 2593072

Fix: Double-check the WABA ID, or choose a different account you have access to.

"This account is shared with another partner."

Error code: 2494028

Fix: Unshare the WABA, or create a new one to use with Wati.

"The Solution Partner must complete Business Verification before sharing this account."

Error code: 2494091

Fix: Complete Business Verification in Meta Business Manager first, then retry sharing.

"This WhatsApp account can't be shared."

Error code: 2494120

Fix: Contact Wati Support.

"A duplicate service provider can't exist under the parent WABA."

Error code: 2494119

Fix: This WABA is already shared with a provider — select a different WABA, or resolve the existing sharing relationship first.

"This WABA is already shared with a partner; switching partners isn't supported."

Error code: 2655093

Fix: Disconnect the current partner in the WhatsApp Business App (Settings > Account > Business Platform), then connect the new partner.

Expected result

The WABA is available and unambiguously owned/shared so Wati can complete the connection.

Cause 10: Phone number not associated with the selected business

"Phone number not associated with the business you selected."

Error code: 3441041

Cause: The number you entered belongs to a different Meta Business Account than the one you're onboarding into.

Fix: Enter a number that matches the selected business, or unlink the number from the other business first via Meta Business Suite / WhatsApp Manager.

Cause 11: Phone number isn't registered with WhatsApp Business

"Phone number isn't registered with WhatsApp Business."

Error code: 2655095 / 2655048

Cause: Unlike the "already registered" errors above, this means the number has no WhatsApp Business presence at all yet for Meta to link into Coexistence.

Fix: Register the number via the WhatsApp Business App (or API) first, or use a different number that's already active on WhatsApp Business.

Cause 12: Number's region isn't supported

"This feature isn't available for phone numbers from this region."

Error code: 3441042

Cause: Coexistence isn't yet available for numbers from the phone number's country/region.

Fix: Use a phone number from a supported region, or check with Wati Support for the current region rollout list.

Cause 13: Phone number already linked to a different Facebook Page

"Phone number already linked to a Facebook Page."

Error code: 2655082

Cause: The number is already associated with a different Facebook Page than the one being used for this signup.

Fix: Unlink the Facebook Page in Meta Business Suite, then retry with the correct Page.

Cause 14: Number's WABA is set up for Marketing Messages (MM Lite)

"Not available for accounts using Marketing Messages."

Error code: 3441047

Cause: This number's WABA is configured for Marketing Messages Lite, which isn't compatible with Coexistence signup.

Fix: Select a different WhatsApp Business account that isn't configured for Marketing Messages Lite, or see the Embedded Signup (MM Lite) guide if you intended to set up MM Lite instead of Coexistence.

Confirm it's resolved

Once you've applied the relevant fix, retry embedded signup (or the affected action) end to end. You should be able to complete signup, see chats/contacts fully synced, and send/receive messages through both the WhatsApp Business App and the API without errors reappearing.

Prevent this next time

  • Keep the WhatsApp Business App updated to 2.24.17 or newer before starting any Coexistence work.

  • Confirm number eligibility (7+ days of activity, supported country/region) before attempting signup.

  • Confirm the WABA you plan to use isn't already shared with another tech partner before starting signup.

  • Lock in your business name and Facebook Page/Business Manager setup ahead of time — both are hard to change after onboarding.

  • Back up important chat data manually beforehand, even though Coexistence syncs up to 6 months of history.
