What you'll achieve
Ads bring people in, but not every click is a sale. Without a way to qualify intent in the moment, sales teams end up chasing cold leads while high-intent shoppers slip away waiting for a reply — and that lost time is lost marketing spend.
This guide shows you how to turn Facebook Click-to-WhatsApp (CTWA) Ads into a real-time sales channel: every ad click opens a WhatsApp conversation that automatically asks the right qualifying questions, then routes the lead to the right team or store the moment they're ready to buy.
By the end of this guide, you'll be able to:
Capture every lead instantly from Facebook Click-to-WhatsApp Ads
Automatically qualify customer intent by collecting purchase requirements
Route high-intent leads to the right sales team or store for faster follow-up
Reduce manual effort while improving response times and customer experience
Increase lead-to-sale conversions and get more out of your ad spend
The short version
To turn your Facebook Click-to-WhatsApp Ads into a qualifying, routing sales channel:
Create a CTWA ad in Facebook Ads Manager with Engagement as the objective and WhatsApp as the Conversion Location.
Link the same WhatsApp Business number in both Facebook Page Settings and Wati.
Set up a qualifying conversation flow that collects the details you need (product interest, budget, location, etc.).
Configure routing rules so qualified leads are assigned to the right team, store, or agent.
Publish the ad, then confirm leads are arriving tagged and routed correctly in Wati.

When to use this guide
Use this if:
You're running (or planning to run) Facebook ads and want clicks to land in a qualifying WhatsApp conversation instead of a generic chat
Your sales team wastes time on unqualified or low-intent leads
You have multiple stores, clinics, or consultants and need leads routed to the right one automatically
You want to shorten the time between "ad click" and "first meaningful response"
Do NOT use this if:
You don't yet have a Facebook Page and WhatsApp Business number under the same Business Manager (set this up first)
You're looking to run WhatsApp campaign to an existing contact list rather than generate new leads from ads
You're running TikTok Click-to-WhatsApp Ads or Google Click-to-Message Ads instead of Facebook — that's a separate setup flow
Your leads don't come from Facebook ads at all (this guide is specific to the Facebook Click-to-WhatsApp Ads flow)
Limitations
Your WhatsApp Business number and your Facebook Page must use the same number — if the WhatsApp number in Facebook Page Settings doesn't match the number linked in Wati, the ad may not function correctly.
Newly created CTWA ads can take up to 24 hours to sync with Wati.
Every ad goes through Facebook's review process before it can go live — it won't run until approved.
CTWA conversations are only free for 72 hours, and only if you respond within 24 hours of the customer's first message.
The campaign objective must be Engagement — other objectives aren't supported for this flow.
The Conversion Location must be set to Messaging Apps → WhatsApp — there's no way around this setting.
Before you begin
Estimated setup time: 20–30 minutes
A Facebook Page and an active, registered WhatsApp Business number, linked under the same Business Manager
The WhatsApp number in Facebook Page Settings matches the number connected to your Wati account
Access to Facebook Ads Manager (no advanced ad experience required)
Admin access in Wati to configure your qualifying flow and routing rules
Key concepts
Click-to-WhatsApp Ad (CTWA)
A Facebook/Meta ad format where the call-to-action opens a WhatsApp conversation instead of a website or app, so a customer's very first interaction with your brand is a chat. TikTok has its own separate Click-to-WhatsApp Ads flow, covered in a different guide.
Lead qualification
Automatically collecting the details you need from a customer (like product, budget, or location) before a human agent gets involved, so agents only spend time on leads that are ready to buy.
Routing
Assigning a qualified conversation to the right team, store, or agent automatically, based on the information the customer provided.
Conversion Location
The Facebook Ads Manager setting that tells Meta where a click should lead — for this use case, it must be set to Messaging Apps → WhatsApp.
How it works
Customer clicks your ad
↓
WhatsApp conversation opens automatically
↓
Qualifying questions collect intent (product, budget, location, etc.)
↓
Lead is routed to the right team, store, or agent
↓
Sales team follows up while intent is still high
1. Ad click starts a WhatsApp conversation
When a customer clicks a Facebook Click-to-WhatsApp (CTWA) ad, they are taken directly to a WhatsApp conversation instead of a website landing page. The WhatsApp conversation becomes the primary channel for lead qualification.
2. Every conversation is tagged with its source ad
Wati automatically tags each WhatsApp conversation with the specific CTWA ad that generated it. This allows you to identify exactly which advertisement each lead came from.
3. Lead qualification happens automatically
Wati automatically asks qualifying questions, such as:
Product interest
Budget
Location
Any other qualifying questions you configure
No human agent is involved until the customer's responses indicate that the lead is ready for follow-up.
4. Qualified leads are routed automatically
Based on the customer's responses, Wati applies your routing rules to automatically assign the conversation to the appropriate:
Sales team
Store or branch
Individual agent
5. Sales teams receive qualified leads
By the time a conversation reaches your sales team, the lead has already been qualified and categorized. Agents receive leads that are ready for follow-up instead of spending time filtering through unqualified or raw ad traffic.
Step-by-step setup
Step 1. Create your Facebook campaign in Ads Manager
Goal: Set up the top-level campaign with the correct objective for WhatsApp conversations.
Steps:
Open Facebook Ads Manager and click Create.
Select Engagement as the campaign objective.
Name your campaign, ad group, and ad set.
Click Continue.
Result: Your campaign is created under the Engagement objective and ready for budget setup.
Step 2. Set your budget and bid strategy
Goal: Decide how much to spend and how bids are optimized.
Steps:
Set a daily or lifetime budget.
Choose a bid strategy that matches your campaign goals.
Result: Your budget and bidding are configured and saved.
Step 3. Point your ad group at WhatsApp
Goal: Direct clicks to WhatsApp (instead of a website or app) and define who sees the ad.
Steps:
At the Ad Group level, go to Conversion Location and select Messaging Apps.
Choose WhatsApp as the messaging app.
Select your Facebook Page from the dropdown.
Select the WhatsApp Business number linked to that Page.
Set your audience targeting — age, gender, location, interests.
Click Next.
Result: Your ad group is configured to send every click straight into a WhatsApp conversation with your business.
Step 4. Design your ad and opening conversation
Goal: Create the ad creative and the message flow customers see the moment they land in WhatsApp — this is where qualification starts.
Steps:
Choose a message template or write a custom opening message.
Add prompts that collect what you need to qualify the lead.
For example, product interest, budget, size, or location (see the examples below for ideas by industry).
Click Save and finish.
Result: Your ad includes a ready-to-go qualifying conversation, not just a generic greeting.
Step 5. Publish and let Facebook review your ad
Goal: Submit the ad so it can go live.
Steps:
Click Publish.
Result: Your ad enters Facebook's review process. Once approved, it goes live to your targeted audience. Allow up to 24 hours after approval for the ad to sync with Wati.
How to identify Facebook CTWA conversations in your Team Inbox
Every conversation that starts from a Facebook Click-to-WhatsApp (CTWA) ad is visibly marked in the Wati Team Inbox, so agents don't have to guess where a lead came from.
CTWA notification tag: Each conversation that started from a Facebook CTWA ad shows a "CTWA notification" next to it in the Team Inbox chat list, indicating the contact started the conversation by clicking a Click-to-WhatsApp ad.
Ad-source contact attributes: Wati automatically saves two attributes on the contact's profile for every CTWA lead —
source_id(the Ad ID of the specific Facebook CTWA ad) andsource_url(the Ad URL for that ad) — so you can trace any conversation back to the exact ad that generated it.CTWA filter: In the Team Inbox, agents can apply the CTWA filter to segment and view only conversations that came from Click-to-WhatsApp ads, separating them from other inbound WhatsApp conversations.

Automate routing for Click-to-WhatsApp (CTWA) leads with Rules
After a Facebook Click-to-WhatsApp (CTWA) conversation has been qualified, you can use Automation → Rules in Wati to automatically route the conversation instead of assigning it manually.
Configure your rule as follows:
Trigger
Select New WhatsApp message is received.
Filter
Match conversations based on the customer's responses, such as:
Product interest
Budget
Location
You can also filter using contact attributes, including the
source_idattribute that Wati automatically stores for every CTWA lead. This allows you to create rules that apply only to conversations originating from specific CTWA ads.
Action
Automatically:
Assign the conversation to the appropriate agent or team, or
Trigger a chatbot to continue qualifying the lead before handing it over to a human agent.
Activate
Turn the rule On and Save it. The rule will automatically run for every conversation that matches the configured conditions.
Learn more: For a detailed walkthrough on configuring keyword matching and reply materials, refer to the How to create keyword-based rules guide.
Here are some examples by industry
Retail or eCommerce: Bring shoppers from an ad into WhatsApp, understand the products they're looking for, their preferred size, and budget, then guide them to purchase online or visit the nearest store.
Healthcare: Bring prospective patients into WhatsApp, identify whether they're looking for a health package, diagnostic test, specialist, or insurance plan, then connect them to the right clinic or care team to book an appointment.
Travel & Hospitality: Bring travellers into WhatsApp, gather details about their destination, travel dates, group size, and budget, then help them choose and book the right trip or stay.
EdTech: Bring prospective students into WhatsApp, understand which course or programme they're interested in, then guide them to book a free demo class or enrol.
Professional Services: Bring prospective clients into WhatsApp, understand the service they need, such as tax filing, investment advice, or legal consultation, then connect them with the right consultant to schedule a consultation or complete the next steps, such as KYC or document verification.
Confirm it's working
To confirm your setup is working, send a test message by clicking your own ad (or asking a colleague to).
You should see:
The WhatsApp conversation open automatically with your qualifying questions 🎉
The conversation tagged in Wati with which ad it came from
The lead routed to the correct team, store, or agent based on their answers
After launch, check Facebook Ads Manager for reach, clicks, and engagement, and check Wati to see which ads are generating the most qualified conversations — use this to refine targeting over time.
Pro tips for success
Ask only what you need to route the lead: Every extra qualifying question is a chance for a customer to drop off. Keep your qualifying flow as short as the routing decision requires.
Match urgency with speed: High-intent leads lose interest fast — configure routing so qualified leads reach a live agent within minutes, not hours, to capture them while intent is highest.
Always offer a human escape hatch: Let customers reach a person at any point in the qualifying flow, so a rigid question sequence never becomes the reason you lose a sale.
Review your source tags weekly: Use the ad-source tagging in Wati to see which campaigns produce the most qualified (not just the most) leads, and shift spend toward what actually converts.
Troubleshooting
Why isn't my CTWA ad working?
Possible causes:
Your WhatsApp Business number doesn't match the number linked in your Facebook Page Settings
The campaign objective isn't set to Engagement
The Conversion Location isn't set to Messaging Apps → WhatsApp
The ad hasn't finished Facebook's review process yet
Resolution:
Go to your Facebook Page → Settings → WhatsApp and confirm the number matches the one linked in Wati.
Check your campaign objective and Conversion Location settings, and correct them if needed.
Confirm your ad's review status in Ads Manager — it won't run until approved.
Why isn't a new ad showing up in Wati yet?
Possible causes:
Newly created CTWA ads can take up to 24 hours to sync with Wati
Resolution:
Wait up to 24 hours after the ad is approved and live.
If it still hasn't synced after 24 hours, recheck that your WhatsApp number matches across Facebook and Wati.
Why did a conversation stop qualifying for free messaging?
Possible causes:
Your team didn't respond within 24 hours of the customer's first message, so the conversation fell outside the 72-hour free CTWA window
Resolution:
Prioritize responding to new CTWA conversations within 24 hours to stay inside the free window.
Use routing to get qualified leads to an available agent as quickly as possible, reducing the chance of missing the window.
🚀 What's next
Now that your CTWA ads are qualifying and routing leads automatically, your next step is to set up conversion tracking so you can see exactly which ads are turning into sales.
